He has no intention of getting his bike license but wants/needs instruction and guidance preferably before he does his first track day. He has an ACU race license 2 questions: How does he stand with regards to going to a Superbike school event in the UK or the USA? Is a supermoto a reasonable first track bike to learn the ropes on? If you have questions about anything (including about his age) you can call the office at 800-530-3350. That is the US school, and they can give you contact info for other schools if you like, and answer any questions you might have. If he is comfortable riding that bike, it will be fine for taking the school; the techniques taught apply to any type of bike. If he's got a race license I imagine he has enough hours on a bike to do just fine at the school, actual street riding experience is not necessary.
